Hi, can anyone suggest a solution to my neighbours tvi problem.

I have a zetagi tvi filter in line (300w max) but for some reason it only effects his surround sound sub only, its ok until i start dx,ing on cb/ssb 200 and 400w respectively, 4w not a problem, my other neighbors dont have any problems,i know i should,nt use a amp but so many ppl have conversations on 19 i cant get out to talk to my mates, thanks in advance.
