I'm sure they do exactly what they say on the label. However, checking the SWR of your CB set up is important for more than just making sure the antenna is resonant on the desired frequencies (and the reason you would manually adjust the length of the antenna when you first set it up).
You should check the SWR on your CB set up periodically just to make sure nothing has changed, like a damaged coax or disconnected PL259 plug. Using your CB with an out of whack SWR will just cost you money when the CB stops working. Best to invest in an SWR meter and spend half an hour learning how to use it. It will be time and money well spent.

I wouldn't trust a pre-swr'd aerial 100% as you really need to tune the aerial to the particular rig that it's connected to. The manufacturers will get it pretty good most of the time, but if your rig is a fraction out, then the SWR will go up.. bad news for the rig, and less chance of you using the rig and aerials full potential. For the sake of a £10 SWR meter/patch lead , and 10 minutes of your time, it'll be worth it. Even better if you can borrow one as that's usually free!!!
