I've run both.

The Sirio 827 is better in my experience (operating with the antenna mounted halfway up my back garden from the top of a 20ft scaffold pole).

However, The Solarcon Antron A99 stands up to bad weather (read: storms) better, as I found out to my cost with my Sirio 827.

The other thing to bear in mind is the Sirio 827 stands out more than the Solarcon A99. The Sirio 827 has a larger 'silhoutte' against the skyline.

Unless you fit the groundplanes to the Solarcon A99, then it's about the same, 'silhoutte' wise.
